Federal Terri's Law

The Incapacitated Person's Legal Protection Act, from Senator Mel Martinez (R-FL) and Representative Dave Weldon (R-FL), has been introduced as S. 539 and H.R. 1151.

Based on the concept of habeas corpus rights (from English common law) it would give Terri's parents a chance to pursue the issue in federal court. The Supreme Court has already turned down the appeal from the Florida Supreme Court. This bill would let cases like this move to federal court. They're essentially expanding habeas corpus to include Terri's situation, since it's debateable as of right now. There's an interesting if brief explanation of this bill and habeas corpus here.
